I have read that Carlos Rosario was instrumental in the development of bilingual education @DCPS in 1968.  I am looking forward to researching his and others' roles in crafting the city's approach to bilingual education. 

The article above reference Carlos Rosario's appointment to Mayor Washington's District Council on Human Relations in 1968. This appointment, as suggested by curator and historian Olivia Cadaval, in Creating a Latino Identity in the Nation's Capital: The Latino Festival was an appeasement to the activism of Rosario, Marcelo Fernandez-Zayas and others.
